In recently years, zhenhai district has been seriously carrying out 《Implementing proposals by Ningbo communist Party committee and municipal government on expediting the development of the cause for the disabled 》, paying high attention to the education for the disabled and promoting the sustainable, healthy development of special educational cause.

　　Firstly, accelerating the pace of construction for the special schools. In accordance with demand of provincial special education system of “ education for the blind is mainly focused on provincial level, education for the deaf is mainly focuses on city level and education for the cultivation of intellect is mainly focused on county  level, the district started to found zhenhai Jing He school ( intellect cultivation portal ) since 2009 with renovating investment of 2.65 million yuan facilitating with more lobby handrails, training rooms for personal rehabilitation, sensor and control rooms and computer rooms as per the standard for the construction of national special education. From September this year, Jing He school formally started to enroll the students and currently there are 13 handicapped kids of local residence studying in the primary school.

　　Secondly, implementing the supporting policy for the disabled students. Constantly perfecting the free education policy for the disabled students and assisting system without leaving any one disabled kid behind due to family economic plight. Tuition, textbooks fee, homework fee, lodging fee are exempt  for primary and high school education for disabled students, free nursing in kindergarten, also providing free city and town medical insurance, safety insurance for kids, offering free uniforms, nutritious means.Actively developing the vocational technical training and rural practical production skills for the disabled. Establishing diploma upgrading classess for the disabled backing up with Zhenhai community college and adult college with tuitions supported from local financial department.

　　Thirdly, increasing the public expenditure criterion for the disabled students. In addition to free education for disabled students, from 2011 on, the public expenditure will be raised up to 5000 yuan for the disabled students in compulsory education stage integrating it with security system for compulsory education expenditure with 10 times of the ordinary primary schools in whole district. Meanwhile, teachers for special education school are equipped based on the ratio of 3:1 so as to ensure the high quality education for the disabled students.
