| In order to promote the use of high efficiency products and build a green city, on the day of 1st, November, Jiangdong Finance Bureau and Jiangdong economic and trust bureau jointly enacted <<implementing scheme for promotion of the use of high efficiency lighting products, which are financially subsidized by Jiangdong District in the year of 2011>> explicitly stating that district finance bureau will be responsible to provide the earmarks for 40,000 pieces of compact fluorescent lights and 4000 pieces of straight tube fluorescent lights (T5 light ) totaling 44,000 pieces of high efficiency lighting products for promotional use in Jiangdong district.
It’s said that this promotion of using 44,000 pieces of high efficiency lights was in accordance with the governmental principle with joint effort of drafting a scheme of promoting the use high efficiency lights by Jiangdong Finance Bureau and district economic and trust bureau. As the scheme indicated, this promotion of using the high efficiency lights were categorically subsidized according to the end-users.
Among these, bulk users ( mainly refer to public institutes ) basically didn’t need to subscribe for the energy saving lighting products. 30% of the expenses were covered by financial subsidy from central government for the energy saving lights purchased for the use in public institutes, the rest portion was subsidized by city, district finance as per the ratio of 1:1.
Community residents only needed to pay 50% of bidding price while subscribing for the energy saving lights, the rest 50% was subsidized by financial subsidy from central government; relatively speaking by comparison with public institutes and community residents, enterprise type bulk users would bear higher fees but 30% were still financially subsidized by the central government and therefore in fact they only had to bear 70% of the subscribing amount. |
